Russian electronics manufacturers are asking the government to take new support measures, including raising existing and introducing new duties on imported electronics. We are talking not only about smartphones, laptops and tablet computers, but also servers, data storage systems, etc. Kommersant writes about this with reference to the minutes of the meeting at the Ministry of Economy of October 6.
The document says that the Ministry of Economy with the participation of the Ministry of Industry and Trade, the Federal Customs Service, the Ministry of Digital Transformation, the Aquarius Group of Companies and the Kursk Electrical Appliance Plant (KEAZ) are discussing the introduction of new and increasing existing duties on “certain types of radio-electronic products” . According to the source, we are talking about "a wide range of electronics" . For computers, laptops, servers, data storage systems that were not previously subject to duty, it is proposed to introduce it in the amount of 5% of the declared value.
Since the end of February, the Ministry of Digital Development has repeatedly discussed with domestic electronics manufacturers and specialized regulators the issue of increasing customs duties on goods that can be produced or assembled from finished foreign components by Russian companies. It is noted that the idea of introducing and increasing duties has found support in the Ministry of Digital Development, but the Ministry of Economy "is still looking at it with skepticism".
The Ministry of Industry and Trade confirmed that the ministry, together with other interested departments, is considering the proposal of Aquarius and KEAZ to change import duties. It is noted that this practice is used in other industries to protect and develop domestic producers. “As a rule, this happens for those positions, the production of which has already been successfully mastered and allows you to increase investment in expanding capacities and mastering technologies ,” the Ministry of Industry and Trade said.
Some Russian enterprises have mastered the assembly of consumer electronics. For example, Aquarius produces desktop computers, laptops and tablets, servers and storage systems, and Yadro produces computer equipment, planning to enter the consumer electronics market. Craftway Corporation PLC JSC and some other enterprises produce monoblocks, servers, laptops, and network equipment.
